1. Welcome address; Opening

Chair of Commission 3, Gerhard Muggenhuber, welcomes all participants of the Annual Meeting and he welcomes specially the Honorary President of FIG Bob Foster and FIG Council Member Bettina. Petzold.

2. Adoption of Agenda

Adopted.

3. Introduction of Participants

All 18 participants introduced themselves and gave a short report on their actual work on Commission 3 relevant issues.

4. Report of Commission Chair (Gerhard Muggenhuber)
  • Surveyors Reference Library: FIG is collecting lot of information ((knowledge management) which shall be provided through the web in a structured form.
     
  • Marrakech statement: Land, environment and water is part of interest for the rural-urban issues; Based on a structure for the statement proposed by Rob Mahoney paper will be elaborated in a joint commission approach to be published for UN-HABITAT-Forum in Sept. 2004. FAO and UN are involved in compiling this paper; time frame was shortened from 9 to 6 month;
     
  • Summer School in Szekesfehervar (August 2003; http://geoweb.cslm.hu/giss/); FIG Com 2 (Bela Markus), Com 3 (Gerhard Muggenhuber & Reinfried Mansberger) and Com 7 (Paul van der Molen) were involved; one group produced a CD on EU-relevant topics (Contact Gerhard Muggenhuber to order it)
     
  • Gerhard Muggenhuber visited the SIM- conference in Cyprus
     
  • GSDI became an organisation; close cooperation with FIG: joint conference of FIG and GSDI is planed for 2005 in Cairo
     
  • FIG-WW-Athens (Athens Greece, May 22th - 27th, 2004) Chryssy gave an overview about the preparations and invited all participants to the conference in Athens. More information: http://www.fig2004.gr
     
  • General Assembly will elect two Vice Presidents of FIG and Vice Chairs for each Commission; the call for candidates is extended to Jan 20th.2004.
5. Activity Reports of FIG3 Commission Working-Group Chairs and Task Forces
  • WG3.1: No oral report (Chair Kari Strande and Vice Chair Peter Larrakker could not attend the conference in Marrakech); Kari provided a ppt.file.
  • WG3.2, No oral report (Chair Keith Murray and Vice Chair Martin Scheu could not attend the conference in Marrakech)
  • WG3.3 (Chair: Chryssy Potsiou) incl. WG on "Cost effective surveying" (Report by Chryssy)
    • Implementing and collecting information for the Working Group - website (Development and state of the art of SIM and establishing a FIG metadata base about SDI / http://www.fig.net/figtree/commission3/wgroups/WG3_3/index.htm) ;
    • Cooperation with ECE/WPLA (Producing Guidelines on Land Tenure -- joint with Peter Dale; first update will be in Moscow in Feb. 2004)
    • Joint working group: Cost effective surveying: organised but not still working;
  • Joint WG2.4: No report (Chair Bela Markus and Vice Chair Muhammed Timoulali could not attend the conference in Marrakech)
  • Inter-COM-Activity Com7 + Com3 "3D-Cadastre": No report (Delegate of COM3 Yerach Doytsher could not attend the conference in Marrakech). At FIG WW Athens several sessions will focus on that topic.
     
  • Bob Forster was nominated by the participants of the Annual Meeting as Commission 3 delegate for the joint FIG Working Group "Risk Management".
